The federal government repeatedly characterized the location as frequented by Tren de Aragua members, but arrest records filed in court state the operation was based on intelligence about illegal aliens unlawfully occupying apartments. The records are part of a motion in ongoing litigation alleging warrantless arrests that may violate the 2022 Castanon Nava settlement limiting ICE authority. Two men named in the litigation are a Venezuelan and a Mexican national in the country illegally, represented by the National Immigrant Justice Center, whose attorney called the operation an unconstitutional use of force outside federal purview.
