Enfield Council granted retrospective planning permission for a mural on Enfield Town Library in a conservation area after more than 600 residents signed a petition calling for its removal. The mural, titled To Autumn and inspired by the John Keats poem, was co-designed by artist Albert Agwa and students from St Anne's School. The commission budget was £18,000, with £15,000 for delivery and £3,000 for community engagement and workshops. Council place shaping manager Clare Moloney apologised for the failure to seek planning approval and said a decommissioning plan would be prepared if required. Councillors raised concerns about appearance, long-term deterioration and procedural fairness; a five-year maintenance budget was allocated, with funding coming from the Community Infrastructure Levy.
