"Last week, Business Matters reported that the consortium behind PPE Medpro had approached the company's administrators to express a willingness to enter settlement talks with the DHSC. "The consortium partners of PPE Medpro are prepared to enter into a dialogue with the administrators of the company to discuss a possible settlement with the government," said a spokesperson for Doug Barrowman, the businessman who has described himself as the ultimate beneficial owner of PPE Medpro."
PPE Medpro was ordered to repay £121.9 million to the UK government after a High Court finding that its supplied surgical gowns failed sterilisation standards. The company is in administration and holds assets of around £666,000, making full recovery unlikely. The court set a 4pm deadline on 15 October 2025 for repayment, with no indication the full sum will be paid. The consortium behind PPE Medpro has contacted the administrators to express willingness to enter settlement talks with the Department of Health and Social Care, but no formal offer has been published. A June £23 million no‑fault offer was previously rejected.
