Local authorities can raise council tax by up to 4.99% annually without requiring a resident referendum. Seven authorities received government permission for higher increases: Bournemouth, Christchurch & Poole (6.74%); North Somerset, Shropshire, and Worcestershire (8.99%); and Trafford, Warrington, and Windsor & Maidenhead (7.49%). However, 28 authorities—nearly one in five—chose smaller increases, ranging from 1.98% in Hartlepool to 4.98% in Barnet. The list encompasses county councils, London boroughs, metropolitan boroughs, and unitary authorities but excludes lower-tier district councils.
