Silva Stone left his black Audi convertible parked on a New Addington road where no restrictions or yellow lines existed. Croydon Council road-marking crews painted a disabled bay around the unattended vehicle on 17 November and left by midday. A breakdown in communication between the road-marking contractors and council enforcement led to a traffic warden issuing four penalty charge notices between 22–26 November. Each PCN carries a £160 charge, reduced by 50% if paid early. Footage shows a man removing notices and complaining about unfair enforcement. A resident, Sylvia Rooney, said the bay had been installed for her.
