Ontario's Strong Mayors, Building Homes Act grants certain mayors authority to make decisions with or without council involvement to advance provincial priorities. The powers became active for Toronto and Ottawa in November 2022 and were extended to dozens of other municipalities less than a year later. Each use of the powers is recorded on municipal websites and CBC compiled data from the province's 10 largest cities. Windsor's powers took effect July 1, 2023, and Mayor Drew Dilkens used them 82 times, including 38 bylaw approvals and more than 30 actions related to senior-staff employment. Dilkens said actions aligned with housing, transit and infrastructure priorities; at least one councillor said consultation was inconsistent.
