Joel Engardio served as District 4 Supervisor and became the first supervisor successfully recalled in San Francisco history. The recall followed his sponsorship of Proposition K, a ballot measure to close a portion of the Great Highway to cars and convert it into an oceanside park. He supported Proposition K despite knowing that a majority of his constituents opposed it. The same Great Highway stretch had been closed on weekends under the Great Highway Pilot from December 2022 to December 2025. A related measure, Proposition I, failed citywide by a 35-65 vote. Engardio prepared to leave his City Hall office after officiating nine weddings.
