He argued that actions are not regime change if the head of state is not recognized as legitimate. He stated that 50-something countries, along with prior U.S. administrations, do not recognize Nicolás Maduro as Venezuela's president. He accused Maduro of using state instruments to operate a drug cartel whose drugs are aimed at the United States.
