The CCDF provides federal funds to states, tribes and territories to help low-income families afford child care. HHS plans to restore attendance-based billing, stop requiring advance payments to providers, and reprioritize vouchers, citing fraud concerns and demand for proof that services are delivered. Child care organizations counter that states maintain longstanding program integrity controls and warn that rollbacks could create instability and confusion for providers and families. CCDF served about 1.4 million children in 2019.
