Suspects charged in alleged "ISIS-inspired" attack near NYC's Gracie Mansion. Read the criminal complaint.
"This was a planned attack motivated by extremist ideology and inspired by a violent, foreign terrorist organization. Two devices found at Mayor Zohran Mamdani's residence were improvised explosive devices, or IEDs, that could have seriously injured or killed someone."
"As Kayumi was being placed into an NYPD vehicle following his arrest, a person in the crowd asked why he had done this. As shown on NYPD body-worn camera footage referenced in the complaint, Kayumi responded with 'ISIS.' Kayumi waived his Miranda rights and told police that he watched ISIS propaganda on his phone."
"[Balat] also told investigators that he hoped to carry out an attack even bigger than the Boston Marathon bombing, which he noted resulted in 'only three deaths.' It is chilling that they wanted to do something more than the Boston Marathon bombing."
Two homemade bombs were discovered outside Gracie Mansion during Saturday protests in New York City, with a third device under investigation. Police Commissioner Jessica Tisch classified the incident as ISIS-inspired terrorism. Federal prosecutors charged 18-year-old Emir Balat and 19-year-old Ibrahim Kayumi, both from Pennsylvania, with five counts each including attempted support to ISIS, use of weapons of mass destruction, and transportation of explosive materials. Both suspects admitted to ISIS inspiration. Kayumi stated "ISIS" when questioned by bystanders and confessed to watching ISIS propaganda. Balat declared allegiance to the Islamic State and expressed desire to execute an attack exceeding the Boston Marathon bombing in scale and casualties.
