Budapest is essentially the only place in Europe today where such a meeting could be held, primarily because Hungary is almost the only pro-peace country."

Russian forces reported capture of three villages in eastern Ukraine's Dnipropetrovsk and Kharkiv regions, including areas Kyiv had retaken three years earlier during a surprise counteroffensive. The villages named were Pishchane and Tykhe in Kharkiv and Pryvillia in Dnipropetrovsk. Hungary declared it will not arrest Vladimir Putin if he visits Budapest for peace talks despite an International Criminal Court arrest warrant. Prime Minister Viktor Orban praised hosting the meeting and emphasized Hungary's pro-peace stance. Orban has slowed EU sanctions and Ukraine support and welcomed Israeli leader Benjamin Netanyahu despite an ICC warrant. The German government reminded Hungary of its ICC obligations. The ICC issued a warrant for Putin's arrest in March 2023.
