Norway cannot exclude a future Russian incursion intended to secure Russian nuclear assets located on the nearby Kola peninsula. Much of Russia's nuclear arsenal, including submarines, land-based missiles and nuclear-capable aircraft, sits a short distance from the Norwegian border and would be central to Russia's second-strike capabilities in any wider conflict with NATO. Norwegian defense planning includes scenarios where territory in the high north could be seized to protect those capabilities. Norwegian forces also emphasize their frontline role in Afghanistan, conducting full-spectrum missions and suffering combat fatalities.
