"The deluge of anti-LGBTQ+ legislation at the state level has continued in 2025, with 616 bills introduced, by the American Civil Liberties Union's count. Only 71 have passed into law so far, while 248 have been defeated, and 285 are advancing, while the remainder have seen no action. Even when these bills don't pass, they do harm, as they give rise to homophobic and transphobic rhetoric."
"House Bill 264 requires state prisons and jails, colleges and universities, and domestic violence shelters to designate multi-occupancy restrooms, changing rooms, and dorm rooms "for the exclusive use by either females or males," as assigned at birth. Atlas Jones, a transgender male student at Boise State University, and "Sophie Smith," a pseudonym for a trans woman regularly on the University of Idaho's campus, have filed a federal suit against the law."
A total of 616 anti-LGBTQ+ bills were introduced at the state level in 2025; 71 passed into law, 248 were defeated, 285 are advancing, and the remainder saw no action. Even bills that do not become law contribute to homophobic and transphobic rhetoric. Idaho enacted seven anti-LGBTQ+ laws in 2025, including House Bill 264, which requires certain state facilities and shelters to designate multi-occupancy restrooms, changing rooms, and dorm rooms for exclusive use by either females or males as assigned at birth. Other Idaho measures impose parental consent for sexual-education topics, ban instruction on sexual orientation and gender identity in K-12, restrict university DEI programs, allow conscience-based medical opt-outs, protect employers refusing transition-related care or abortions, and bar certain political-viewpoint flags in public schools. Transgender students filed a federal suit challenging HB 264; a judge declined a preliminary injunction, and the case remains pending.
