Two teenagers appear in court charged over TfL cyber attack last year
"They appeared at Westminster Magistrates' Court on Thursday charged with conspiring together to commit unauthorised acts against TfL, under the Computer Misuse Act. Flowers, who was first arrested over the TfL attack in September 2024 and then arrested again this week, is also charged with targeting US healthcare firms. He is accused of conspiring with others to infiltrate and damage the networks of SSM Health Care Corporation and attempting to do the same to Sutter Health."
"Today's charges are a key step in what has been a lengthy and complex investigation. This attack caused significant disruption and millions in losses to TfL, part of the UK's critical national infrastructure. Earlier this year, the NCA warned of an increase in the threat from cyber criminals based in the UK and other English-speaking countries, of which Scattered Spider is a clear example."
Two teenagers, Thalha Jubair, 19, from Tower Hamlets, and Owen Flowers, 18, from Walsall, were arrested by the National Crime Agency and City of London Police and appeared at Westminster Magistrates' Court charged with conspiring to commit unauthorised acts against Transport for London under the Computer Misuse Act. Flowers faces additional charges for targeting US healthcare firms, including alleged conspiracies to infiltrate SSM Health Care Corporation and attempts against Sutter Health. Jubair is charged under the Regulation of Investigatory Powers Act for failing to disclose device PINs or passwords. Investigators attribute the TfL attack to the Scattered Spider collective, linked to breaches at Jaguar Land Rover and major retailers. The NCA reported significant disruption and millions in losses and said it is working with UK and international partners, including the FBI, to pursue offenders.
