Immigration and Customs Enforcement is tapping the Department of Homeland Security's Cyber Talent Management System to rapidly increase cybersecurity and technology staffing. CTMS is a DHS hiring program launched in 2021 that is exempt from several competitive hiring and compensation regulations normally required in the federal government. ICE received a historic cash infusion to expand border and immigration offices, deploy surveillance technologies, and accelerate deportations. As of last year CTMS led to 345 job offers and 189 employees placed across DHS, FEMA, and CISA. ICE plans modernization with automation and AI, standardize data management, and prioritize workforce upskilling. Some states have reportedly been unaware of certain data they provide to ICE.
