CISA will end its cooperative agreement and funding for the Center for Internet Security (CIS) on September 30, 2025. CISA framed the move as a transition to strengthen accountability, maximize impact, and empower state, local, tribal, and territorial partners. CISA plans a new model focused on access to grant funding, no-cost tools, and cybersecurity expertise to improve local resilience. Questions remain about how cutting CIS funding will affect local cybersecurity capabilities and whether federal dollars will instead support the State and Local Cybersecurity Grant Program or existing free services like Cyber Hygiene scanning, phishing assessments, and vulnerability management. The Department of Homeland Security previously terminated funding for the EI-ISAC run by CIS, and CIS no longer supports that ISAC.
