Three Russian-speaking ransomware-as-a-service groups — DragonForce, Qilin, and LockBit — declared a coalition to coordinate operations, reduce intra-group conflicts, and increase shared revenue. DragonForce invited other criminals to join partnership programs and urged equal competition conditions to dictate market terms. LockBit responded with goodwill and agreement. Malware collectors such as vx-underground shared the criminal posts on social media. Security vendor ReliaQuest warned the coalition is poised to drive more frequent and effective ransomware attacks and noted the partnership could help rehabilitate LockBit after law enforcement seized infrastructure and decryption keys in February 2024 and exposed identities in May 2024; Dmitry Yuryevich Khoroshev remains at large.
