These institutions need to examine how their policies and definitions are being used to restrict legitimate speech and activism regarding international conflicts and human rights concerns."

The Council on American Islamic Relations released a report evaluating 51 colleges and universities regarding free speech suppression related to Gaza and pro-Palestine activism. Columbia University and City University of New York ranked as the most restrictive institutions. The report identifies the International Holocaust Remembrance Alliance's antisemitism definition, adopted by 12 schools, as a tool that censors pro-Palestinian speech rather than protecting Jewish students. Kenneth Stern, who authored the definition, opposes its application for this purpose. The average institutional score was 38 out of 100, with most schools scoring below 50%. CAIR recommends universities review their policies, eliminate biased definitions targeting student activism, and address discriminatory statements from faculty members.
