Germany's ruling coalition will limit the right of environmental groups to bring court challenges over infrastructure projects in order to accelerate planning and revive the economy under Chancellor Friedrich Merz. Merz intends to deploy hundreds of billions from a special fund to rebuild infrastructure. The planned law will allow objections only from parties who participated in administrative planning-stage proceedings. A bill with the new rules will be presented to parliament by the end of February. Critics warn that bureaucracy hinders investment and delays projects; industry leaders welcome the step but call for wider, binding deadline regulations including for industrial plants.
