Authorities alleged the suspects were trained by another individual operating under directions from a foreign intelligence service who remained at large. Alleged actions between April and September included defacing a French Holocaust memorial and synagogues with green paint, leaving pigs' heads outside Paris-area mosques, and placing concrete skeletons with messages at Berlin's Brandenburg Gate. French prosecutors had earlier said foreign interference was likely behind similar provocations and investigators have examined Russia's possible role.
