The package allocates £1.6bn over three years for targeted and small-group interventions in every early years setting, school and post-16 setting at the earliest signs of additional needs. It commits £1.8bn to an Experts at Hand programme so councils working with Integrated Care Boards and health boards commission local educational psychologists, occupational therapists, speech and language therapists and other specialists routinely across areas. Over £200m will fund Best Start Family Hubs to provide dedicated SEND outreach, and £200m will help local authorities transform operations while maintaining services. A £200m-backed, expanded teacher-training requirement will train all teachers to support children with SEND, and investment of over £3.7bn will create 60,000 new SEND places, including 10,000 already delivered.
