Judge Says Trump Can't Withhold Funds or Demand Payment from University of California
"Agency officials, as well as the President and Vice President, have repeatedly and publicly announced a playbook of initiating civil rights investigations of preeminent universities to justify cutting off federal funding, with the goal of bringing universities to their knees and forcing them to change their ideological tune,"
"With every day that passes, UCLA continues to be denied the chance to win new grants, ratchetting up Defendants' pressure campaign,"
"And numerous UC faculty and staff have submitted declarations describing how (the Trump administration's) actions have already chilled speech throughout the UC system."
Judge Rita Lin issued a preliminary injunction preventing President Donald Trump from demanding that UCLA pay a $1.2 billion settlement that would have curtailed academic freedoms and diversity efforts. The injunction safeguards UCLA and largely prevents the administration from conditioning current and future University of California research grants on compliance with the settlement. University of California scientists, professors, graduate students and a national professors association sued, alleging the settlement demand was an unlawful threat to coerce suppression of free speech and academic freedom. Lin characterized the administration's tactics as coercive and retaliatory and noted a pattern of funding pressure through civil rights investigations.
