Governor Gavin Newsom signed a law that changes how police determine whether children aged 8 to 16 are properly restrained by seat belts. Current booster-seat requirements — until age 8 or 4 foot 9 inches — remain unchanged. Beginning in 2027, drivers must be able to answer yes to a five-step seat-belt fit test for 8–16-year-old passengers or face fines up to $490. The five-step test checks seating position, knee placement, shoulder-belt location, lap-belt position, and ability to remain seated for the entire trip. The law aims to encourage extended booster-seat use and aligns with California Highway Patrol safety recommendations.
