Three days earlier Pacific Fusion announced a $1 billion nuclear fusion site in Albuquerque after bypassing Bay Area bids. The laws define fusion as combining atoms to produce energy and describe quantum technology as manipulating atomic and subatomic behavior. Assembly Bill 940 directs the Governor's Office of Business and Economic Development to publish a strategy to grow the quantum economy statewide.
