Foresthill resident Charles Price, 49, is suspected of murder in the shooting of 42-year-old Richard Turner on March 19, in the 39000 block of Cedar Boulevard.
Police have been investigating to establish a chain of events leading up to the shooting, the events during it, and the statutory requirements governing bounty hunters in Alameda County and California.
