Vladimir Putin is to remove Sergei Shoigu as defence minister and appoint him as secretary of Russia's national security council, proposing Andrei Belousov to take over as defence minister.
The reshuffle in the Russian government comes as Putin begins his fifth term and amid the ongoing war in Ukraine.
