The hacker group APT 28 had installed malware on hundreds of small routers in offices and private homes on behalf of the Russian GRU military intelligence service.
Hackers used the international infrastructure to attack German targets over the past two years, including about German policy and supplies for Ukraine, a ministry spokesman said.
