The family of Sean Monterrosa, the 22-year-old who was fatally shot by Vallejo police on June 2, filed a civil lawsuit against the City of Vallejo, the Vallejo Police Department, and Vallejo Police Officer Jarrett Tonn who allegedly shot Monterrosa.
