
Iowa enacted new restrictions on telehealth abortions by requiring an in-person prescription from a medical provider. House File 2788 also redefines “abortion” so that medical treatment for miscarriages and ectopic pregnancies cannot be treated as abortion care. The bill previously included a provision suggesting abortion seekers could face homicide charges. Iowa also signed Senate File 304, which requires parental or guardian consent for minors to receive HPV and hepatitis B vaccines. Experts note the HPV vaccine can reduce the risk of cervical cancer. The changes add to existing barriers created by a near-total six-week abortion ban and additional procedural requirements.
