City Attorney David Chiu in August initiated debarment proceedings against Auto Towing, a lengthy procedure that would result in the company being ineligible for up to five years to bid on or receive city contracts.
His filing comes after Auto Towing's principals were charged with welfare fraud, grand theft and perjury.
