EU interior ministers agreed a major overhaul of migration rules to streamline deportations, increase detentions and speed asylum processing. The reforms establish "safe third country" and "safe country of origin" lists, enable creation of return hubs inside or outside the EU, and create a €430 million solidarity pool plus an additional plan for 21,000 relocations. The pact offers three solidarity options—relocations, funding or alternative measures—and identifies Cyprus, Greece, Italy and Spain as under highest pressure. Officials say faster rejection and returns will restore control, while rights groups warn of deep harm and human-rights risks.
