The law that Shenkman cites intends to empower minorities in elections, yet Los Altos' Asian population is spread out, making such a lawsuit unlikely to succeed.
Switching from at-large to district elections would significantly reduce citizens' voting rights, allowing each resident only one vote instead of five over two years.
The recent experience of the Palo Alto Unified School District demonstrates that these legal threats can be ignored; they chose not to engage and faced no lawsuit.
