The ban is based on his conduct toward Gaza flotilla activists who were arrested by Israeli police, including taunting them while they were detained. The French foreign minister said French nationals cannot be threatened, intimidated, or brutalised by a public official and called for European Union sanctions. Ben-Gvir posted footage showing activists kneeling, blindfolded, and bound at Ashdod. Organisers reported at least 15 cases of sexual abuse during Israeli detention. Ben-Gvir has been convicted for incitement to racism and has praised Baruch Goldstein. Poland also imposed a five-year ban, and the European Union has sanctioned related Israeli settler groups since the Gaza war began.

Ben-Gvir is an open admirer of Baruch Goldstein, an Israeli who killed 29 Palestinians as they prayed in Hebron in 1994. He has been convicted multiple times by Israeli courts for incitement to racism."
